In October, MCC lodged a Participation Request with EDC. Participation Requests are a new legislative tool that enable a community group to request to be part of decision-making processes that seek to make improvements to public services.

Community Councils were established by the Local Government (Scotland) Act 1973. They "are the most local tier of statutory representation in Scotland. They bridge the gap between local authorities and communities, and help to make public bodies aware of the opinions and needs of the communities they represent."

(a) to ascertain, co-ordinate and express the views of the Community which the Council represents, to the appropriate local and public authorities and to take such action in the interests of the Community as appears to the Council to be expedient and practicable; (b) to take up any matters and pursue such activities as the Council considers to be in the interest of the Community.
